Educational qualification: MA (Sociology) and studied Political Science, Economics, History, Sociology in Bangalore University. Schooling in Bishop Cotton boy’s school Bangalore School.
Profession: Political and Social Worker.
Father’s Name: Late K. Bhimiah, Chief Justice of Karnataka High Court and a Freedom Fighter.

WORK DONE IN National Commission of Safai Karamcharis
As member of National Commission of Safai Karamcharis for 5 years, visited most states in the country and interacted with the safai karamcharis and group ‘D’ employees working in metro corporations town municipalities, State and Central Govt establishments, public sector undertakings, Railway, Banks, Defense, Police, Legislative and Judicial departments.
On these visits held meeting with Hon’ ble Chief Ministers, Ministers heads of Departments and comprehensively took up the problem of Safai Karamcharis pertaining to issues like housing, wages, child education, insurance, health facilities and providing safety protective equipment to improve their working condition.
Safai Karamcharis are facing serious issue of violation of human dignity and civil rights, as they are made to drowse themselves in human excreta by plunging deep into man holes and septic tanks.
Many of them have lost their lives and they have not been compensated as they were not covered by any insurance, only in some cases the local government have paid ex gratia of meager sums.
Though the commission has recommended to bring in stringent laws and the govt have in place strict legislations against the practice of manual scavenging, their engagement for manual scavenging continues in revenue and sanitary board areas where there are no under ground drainage system, septic tank and pits still exist.
I have presented comprehensive reports to the commission recommending a complete overhaul of the system .
Apart the manual scavenging, for the group ‘D’ workers in central, state govts, railways and public sector undertakings conditions are not in good shape ,these workers are exploited beyond imagination , they are hired on contract basis with low wages without health insurance and other benefits which permanent workers get and also there is no job security since they are employed on HIRE and FIRE basis even today their struggle for livelyhood and survival is still on.
